Introduction:
Sikongo District, located in the Western Province of Zambia, is one of the country’s emerging administrative regions. Formed as a standalone district from Kalabo District, Sikongo is predominantly rural and home to scattered settlements and traditional communities. The district’s catchment area includes several key zones and villages such as Sinanganya, Welwa, Keletwa, Ngumbele, and Nangandu. These areas represent the diverse demographic and cultural landscape of the district, which primarily relies on subsistence farming, fishing, and small-scale trade.
To promote equitable development and poverty reduction, the government of Zambia introduced the Constituency Development Fund (CDF), a decentralised financing mechanism designed to empower communities at the grassroots level. In Sikongo District, the CDF plays a vital role in bridging developmental gaps by financing various community-driven initiatives.
The objective of the CDF is to support local development through inclusive and participatory decision-making processes. It aims to enhance service delivery, improve livelihoods, and foster social and economic infrastructure in underserved areas. The fund allows communities to identify their needs and implement suitable projects tailored to their priorities.
CDF beneficiaries in Sikongo include a wide spectrum of individuals and groups:
• Grants: Offered to vulnerable individuals and cooperatives to boost livelihoods, agriculture, and micro-enterprises.
• Skills Development Bursaries: Targeted at youths and disadvantaged groups to access vocational and technical training at accredited institutions, equipping them with practical skills for employment and entrepreneurship.
• Loans: Provided to small-scale entrepreneurs and start-ups to enhance productivity and stimulate local economic growth.
• Community Projects: These include infrastructure development such as classroom blocks, health posts, boreholes, bridges, and market shelters that directly improve the quality of life in the community.
The CDF continues to be a transformative tool for inclusive development in Sikongo, empowering residents to actively participate in and benefit from their district’s socio-economic progress.
This report provides a detailed update on the current status of the Projects in Sinanganya, Ngumbele, Keletwa, Welwa, and Nangandu following recent directives issued by the Council Secretary during a site review. It highlights key concerns, project progress, and specific recommendations aimed at ensuring the timely and successful execution of the project

The fundamental objective was to provide resources to bridge the financing gap arising from non-existence sources of funds to finance micro-community led projects in all the Constituencies across the Country, and to provide guidance on the management, disbursement, utilisation and accountability of the CDF. Its also meant to assists with clarity on the roles and responsibilities of various stakeholders in relation to implementation, procurement monitoring and evaluation under the CDF.
